EU Wireless CE-RED Certification

RED Certification Introduction

Directive 1999/5/EC has been implemented for many years, and many places cannot meet the existing products. On May 22, 2014, the EU officially announced the new version of the wireless equipment directive RED 2014/53/EU, which is based on the EU's new CE framework resolution 768/2008/EC. RED 2014/53/EU replaces the original EU wireless equipment directive R&TTE-D 1999/5/EC.

R&TTE Certification Introduction--Upgrade RED Directive Certification

On March 9, 1999, the EU issued the Directive on Radio and Telecommunications Terminal Equipment (1999/5/EC, Radio and Telecommunications Terminal Equipment, referred to as R&TTE), and required all member states to implement the directive from April 8, 2000. The directive mainly consists of three parts:

1. Safety (Article 3.1a), directly citing the LVD (2006/95/EC) directive.

2. EMC (Article 3.1b), basically equivalent to the EMC (2004/108/EC) directive, the test standard is the ETSI EN 301489 series.

3. Spectrum (Article 3.2), requirements for effective use of spectrum, the test standards are classified according to different product categories, different frequency bands, different wireless technologies, etc., such as ETSI EN300328, EN300440, EN301357, EN300220, etc.

And it is stipulated that since April 2000, the new wireless equipment and communication terminal equipment directive 1999/5/EC will officially replace the communication terminal directive 98/13/EC. It stipulates that all radio and telecommunications terminal equipment placed on the EC market must comply with the basic requirements of the R&TTE directive. The directive specifies wireless devices and communication terminal equipment. In addition to meeting electromagnetic compatibility and product safety requirements, it emphasizes that wireless devices need to use the wireless spectrum more effectively to avoid harmful interference. At the same time, it explains how to add the CE mark to products covered by the directive.

RED certification includes two aspects

One is RE: Radio Equipment (such as mobile phones)

The other is TTE: Telecommunication Terminal Equipment

Before communication terminal equipment and wireless products can be legally sold in EU countries, they must be tested and approved according to the R&TTE directive and must also have a CE-mark. Wireless remote control products and communication products must comply with the requirements of the R&TTE Directive (Radio and Communication Terminal Directive)-1999/5/EC.

R&TTE product certification scope

1. Short-range wireless remote control products (SRD) such as remote control toy cars, remote alarm systems, remote doorbells, remote switches, remote mouse, keyboard, etc.

2. Switches, remote control mice, keyboards, etc.

3. Professional radio remote control products (PMR) such as professional wireless intercoms, wireless microphones, etc.

4. Wired telephone, fax, MODEM, answering machine, PABX

5. Wireless telephone CTO, CT1, CT1+…

6. ISDN (digital telephone product)

7. DECT (enhanced digital wireless telephone)

8. Mobile phone GSM, CDMA test

9. Bluetooth products such as Bluetooth headsets

RED test items

1. Electromagnetic compatibility test (EMC test)

2. Safety test LVD (In the new directive, this test is also required for RF products with battery input)

3. Radio communication equipment test (RF test) according to European ETSI standards


4. Information Notice on European Permitted Spectrum (Notification)

5. CTR (TBR) Test

6. Electrical Safety and Health Protection Test (SAR Assessment)

General Process of RED Application

For low-frequency wireless products, we usually refer to 27MHZ, 49MHZ, 40MHZ, 433MHZ, 315MHZ, 88-108MHZ, 35MHZ, 72MHZ. These frequencies are used differently in different regions and countries. Please refer to the following:

Available frequency bands in the United States: 27MHZ, 49MHZ, 40MHZ, 433MHZ, 315MHZ, 88-108MHZ, 72MHZ

European frequency bands available: 27MHZ, 40MHZ, 35MHZ, 433MHZ

For such simple wireless products, we usually need to apply for FCC, R&TTE, etc.

A brief description of the FCC, R&TTE application process:

1) The customer provides a complete test sample with all accessories and submits it to the laboratory;

2) The customer needs to provide complete technical information (circuit diagram, PCB board diagram, BOM, product manual, circuit description, technical performance description), and the information must be in English electronic files;

3) The laboratory tests and issues a test report;

4) The laboratory reviews the data and report;

5) The laboratory submits the test report and technical information to TCB, FCC or Notify Body for review;

6) TCB, FCC or Notify Body issues a certificate;

7) The application is successful.

How to classify series for RED certification

In principle, the RF module parts must be the same, the main circuit is the same, and the general model increase is limited to the shell, color, and OEM model.
